Over medium heat, heat 2 T water, 3 garlic cloves, and onion powder
Sauté until garlic is cooked
Add ground buffalo (or beef) and basil, salt, and pepper
Stir & cook until meat is fully browned
Add diced tomatoes, tomato sauce and paste
Mix well
Add additional spices as needed
Let simmer and stir occasionally
In separate pan, add 2 tbsp. water, 1 garlic clove, and sauté for 1 minute
Add cabbage and remaining seasoning
Sauté until soft
Drain and put on plate
Top with sauce and serve
